GPL Official, Carvil Duncan in hot water over transfer of some $30M into personal accounts

[www.inewsguyana.com] – The Deputy Chief Executive Officer (DCEO) of the Guyana Power and Light Incorporated (GPL) Aerswar Deonarine, along with a Director of the company, Carvil Duncan have found themselves in some amount of trouble over the unapproved transfer of close to $30M to their personal bank accounts from the PetroCaribe fund.

The revelation was made by Minister of Public Infrastructure, David Patterson who told reporters on Wednesday July 22, that the transactions came to light as a result of an on-going fiscal audit of the PetroCaribe fund.

The Minister revealed that in May and June of 2015, acting with Duncan, Deonarine would have transferred $27.8M to his own account which was supposed to be retroactive payments for salary increases.

However, the Board of Directors for GPL did not approve the salary increase for Deonarine who would have approached the Board several times for his salary to be increased to the same as another Deputy CEO of GPL.

Patterson revealed that Deonarine has been asked to proceed on administrative leave pending a full investigation.

As it relates to Duncan, it was revealed that in addition to the monies for Deonarine, he also approved payment of $948,000 to his own account – this was also for retroactive salary payments.

Patterson explained that Duncan would have been approached for an explanation into the expenditure but could not provide a transparent one. According to Patterson, the GPL Director fingered both Former President Donald Ramotar and Former Prime Minister Samuel Hinds as having approved the transfers.

But Patterson told reporters that the Prime Minister has since denied any involvement in the issue. However moving forward, Patterson revealed that the government would be seeking the aid of the Guyana Police Force in the matter since the transfer of these monies constitutes a criminal act.

  1. It is so disgusting almost everyday you open the news paper you read that this person and that person thief , but Apnu/Afc is doing nothing. Just talk. These guys should be charge and jail. What happen to minister and her senior staff that transfer vehicles in their and friends name. Nothing. I am sure if it was a junior staff .they would in jail already. Unfair. This govt. is nufff talk. This has nothing to do with black or indian .

  2. Mr. Patterson when will you send your PS, coordinator WSG, engineers etc. on leave for the sub standard roads, bridges, sea defences and payment for works not completed. Please see the AG reports. These guys are also responsible . Nobody is indispensable sir. Time for change. Dont listen to their tune ” it wasnt me ” get new people not only masters degree but with integrity .

  3. Before we talk about now we must talk of the pass PNC Government if it’s good for one then it have to be good for the other.from what I see people don’t want to hear
    anything bad about LFSB it’s Guyana History, not only Cuffy is Guyana history,

  4. This issue is much larger than the $30 mn involved. It points to a systemic break-down in the system of governance when non-executive directors are allowed to sign cheques of a corporation. Government needs to determine the extent to which this practice extends across public sector corporations as this might just be the tip of the iceberg.

  7. These men are career criminals, like so much of them in the ppp. We have heard how they wanted to steal some vehicles also. So Mr. Harmon, when these people will be charged? Or is this just talks?

  10. Carvil Duncan Accused Of Financial Malfeasance!

    I know Carvil Duncan personally, as a former Trade Union Shop Steward.

    I became acquainted with him when he was an official at the Guyana Labour Union. I think he was the Secretary/Treasurer therein.

    I also traveled with him as the Guyana representatives to the American Institute For Free Labour Development, in Silver Spring-Maryland-USA in 1989, on a Special Course for Trade Union Affiliates.

    These allegations about financial malfeasance is indeed shocking to me!

  11. He professed to be a champion of the workers cause yet he conspired with other rebel leaders to destroy the G.L.U and worst of all irreparable damage to the Guyana Trade Union Congress. Duncan was richly rewarded for his deceit,and became bedfellows with the corrupt PPP Government. Transferring assets of the state to your personal account is a criminal act. Duncan and Deonarine should be prosecuted

  12. I plead with you Minister Patterson prosecute Mr. Deonarine to the fullest extent of the law he is exceptionally wicked. This right here that he took is just the tip of the iceberg, he has big racket going on with the business electricity accounts in Berbice, him and the former Director Sharma that was sent off. He credits off accounts using the help of Junior Staffers and some senior staffers from GPL and the business men pay him millions to do so. As for Mr. Duncan jail is not good enough for him put him in a destitute home.

  14. Carvil, should be prosecuted with the full force of the law…..They always become careless and slip up……He stopped being a trade unionist and became a ‘hustler’ and ‘enforcer’ for his bosses!
